Personal spending habits:
I'm originally from Oslo, Norway, which was recently awarded the "most expensive city on earth" title by the Economist Intelligence Unit. Hence, for me almost anywhere would be "cheap" in relative terms. And Canada was most definitely cheap in my eyes. The food, the housing, the nightlife... compared to what I would spend in Norway, but also compared to my studies in Toulouse, Bishop's was an extremely cheap experience.
